Preparing a Non-Partisan Recall Effort Against Mayor John Franklin
What is this effort?
This is a resident-led, non-partisan effort preparing for a potential recall of Mayor John Franklin. We’re focused on conduct, honesty, and professionalism, not political ideology.
Why are you considering a recall?
Residents have raised concerns about repeated misstatements, emotional outbursts during public meetings, and behavior that has increased division in Vista. These issues are conduct-based, not ideological.
Has the recall officially started?
No. We are currently in the preparation phase. Gathering interest, building a volunteer network, and reviewing legal requirements. No petition is circulating yet.
We will announce it publicly once the Notice of Intention has been filed and published, as required by California law. Supporters on our email list will be the first to know.
Will my information be kept private?
Email signups used for updates are kept confidential by the organizers. Only signatures on the official recall petition become public records, as required by state law.
Does supporting this recall mean I’m endorsing another candidate?
No. This effort is not aligned with any candidate or campaign. Supporting a recall simply means you want a higher standard of conduct from the current officeholder.

How many signatures are required for a recall in Vista?
By state law, a recall requires signatures from at least 15% of Vista’s registered voters. The exact number will be provided by the City Clerk at the time the petition is approved for circulation, but right now is slightly less than 8,200.
How long does the recall process take?
A typical recall effort can take several months from filing the Notice of Intention through signature gathering, verification, and potential election scheduling.
Can I support this effort even if I like other officials in the city?
Yes. This is focused solely on the mayor’s conduct and behavior, not on the council or other local offices.
Who can sign the petition once it’s official?
Any registered voter resident of the City of Vista at the time of signature gathering.
